About you and this role

Dow has an exciting opportunity for a DOT Compliance Technologist supporting Mining, Storage and Pipeline (MSP) assets at the Grand Bayou Operations (GBO) located in Napoleonville, LA.

This role is responsible for supporting the creation, implementation & maintenance of the Department of Transportation (DOT) regulatory programs at Grand Bayou Operations.

Responsibilities

  • Serve as the GBO DOT Compliance focal point to ensure that all Grand Bayou resources fully understand and comply with all aspects required to meet regulatory standards.

  • Work with Site Pipeline Operations (SPO) DOT SME, Gulf Coast Pipeline (GCPL) Regulatory Compliance Specialist and SPO Public Education/Drug & Alcohol Specialist to leverage work processes when applicable, help build them when not available, and ensure any changes are communicated to GBO.

  • Coordinate with the MSP Integrity Management group for creation and implementation of an Integrity Management program for GBO Pipeline assets regulated by DOT.

  • Serve as site focal point for Operator Qualifications (OQ), DOT Audits, and OM&E (Operations, Maintenance & Emergency) on a day to day basis.

  • Also will be responsible to complete in the field assessments to ensure that any contractor or employee working on a regulatory line meets OQ and Covered Task requirements.

  • Responsible for creating, updating & maintaining all procedures or process documentation that are associated with regulated pipelines or pipeline work, reflect the most current regulatory codes to maintain compliance with DOT and Louisiana Department of Natural Resources (LADNR) Pipeline Safety requirements.

  • Responsible for ensuring our documentation meets regulatory requirements and is reviewed, updated & MOC'd on an annual basis for all OM&E procedures.

  • Develop and maintain electronic file structure for Dow Pipelines and DOT regulated pipelines.

  • Own and maintain Operating Discipline relating to DOT compliance to ensure that Dow and Regulatory requirements are met.

  • Work with GBO training coordinator to create, implement & maintain required DOT specific training for Grand Bayou Operations. This also could include test development in Diamond Learning and external modules.

Required Qualifications

  • A minimum of a High School Diploma or equivalent.

  • 2 or more years of DOT regulatory compliance experience.

  • Ability to work overtime as needed.

  • Current valid U.S. Driver's License.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Qualifications

  • Associates degree or 3 years relevant military experience.

  • Knowledge of DOT Parts 192 & 195 codes for regulatory compliance.

  • DOT / Pipeline and Hazardous Materials Safety Administration regulatory experience.

  • Operation and maintenance of underground gas pipeline experience.

  • Experience implementing and developing programs.

  • Leadership experience, including shift lead, team lead, supervisor, program focal point, etc.

  • Experience with Microsoft software.

  • The Dow Chemical Company does not offer relocation assistance for this position. This includes reimbursement for travel expenses incurred to and from test sessions/interviews.
